Lighting that lives underwater

IP68 is the only rating for permanent immersion, and it is the only place in lighting where the difference between 67 and 68 is absolute rather than a margin. IP67 survives temporary immersion; a waterline niche is not temporary.

Chlorinated and salt-chlorinated water is chemically aggressive in a way plain water is not, and it attacks the jacket and the potting compound over years. Specify a strip rated for the actual water treatment in use, and expect a shorter life in a salt system than in a chlorine one.

The electrical side is governed rather than advisory. Low-voltage supply, bonding, and the position of every transformer and junction relative to the water are set by code, and this is the one application on the site where an unqualified installation is genuinely dangerous rather than merely poor.
